While the intent is not new, and in fact first surfaced almost a year ago, it was previously thought that the pandemic would put it on hold. This has not been the case. This month, the Portuguese government reiterated its willingness to proceed with the new measures. Needing the support of the left-wing parties to pass the 2021 state budget, this has been seen as a necessary goodwill move.
Thus far it remains unclear whether Lisbon and Porto metropolitan areas will be completely excluded from the scheme or just the minimum amounts raised. The detailed announcement should be made very soon.
